The completed program for the final phase of the commune's local urban development plan (PLU) was presented at the consultation meeting on March 7.

This is the result of two years' work by the elected representatives in conjunction with the design office la boîte de l'Espace.

Approval by 2025 at the latest

Residents were also involved in the project, which embodies the commune's objectives for the next 10 to 12 years. Two public meetings have already been held. Villeretziens will have another opportunity to express their views during the public inquiry scheduled for the second half of the year, with a view to approval of the new PLU in late 2024 or early 2025", explained urban planner Gunével Pédron.

One-month deadline for the public

The public will have one month to submit their comments. Jean-Bernard Ferrer, the mayor, points out that the rules are imposed by the state and that the climate and resilience law from which the ZAN (zero net artificialisation) stems imposes a neutrality of land consumption by 2050, which will have to be recorded.

380 housing units by 2,035.

The town planner has redefined the points of the projet d'aménagement

development project (PADD), an essential political component of the final PLU dossier, which will be debated twice in 2023.

In Villeneuve, the development balance based on three centralities must be respected, even if Bourgneuf retains a more central role, while Fresnay and Saint Cyr remain within the framework.

Nearly 400 housing units to be built

By 2035, the housing program has been rebalanced. The aim of the PLU is to anticipate and adapt to development, while preserving the quality of life.

The commune is aiming for 5,800 inhabitants by 2,035, i.e. a growth rate of 1% per year and an estimated need for : 380 housing units to be produced, i.e. 15 to 20 units per hectare positioned in well-defined sectors, 25% of which should be low-income housing. The key figures in the future PLU give a surface area of 12 ha.

A mix of T1 - T2 - T3 and detached houses will be built around 120 in Bourgneuf, 140 in Fresnay and 120 in Saint-Cyr. We don't want to over-densify, we want to keep the rural poles, the aim is to keep a balance within an agricultural and marshy environment.

Gentle densification

Another balance is proposed, with a gentle densification for those who want to sell part of their garden to build a house, without having social housing imposed on them", explains Gunével Pédron.

The form of the zoning regulations and the programmed development guidelines (OAP), a veritable Ariadne's thread explaining how the project has been built over the 3 market towns in line with the 380 housing units announced, were presented.

A presentation to the authorities

Depending on the specific sector, rules have been laid down for building heights not exceeding one or two storeys, for the built-up area (60%) to limit waterproofing, and for the set-back of buildings in relation to roads and public rights-of-way and to separating boundaries.

Once approved, the PLU will be submitted to the relevant authorities.
