France/The cities of Cannes and Grasse present the City Contract measures for priority neighborhoods

In both Grasse and Cannes, local authorities have signed a new city contract. The contract sets out the measures to be implemented in the municipalities' priority neighborhoods.

As the main tool for urban policy, the city contract provides a structural, contractual and operational framework for supporting projects in priority neighborhoods. For six years (2024-2030), it defines the priorities, shared objectives and commitments of each signatory partner, according to its competencies and missions. This partnership-based policy involves a wide range of players: the State, institutional partners, local authorities, associations, social landlords and residents.

The aim is to finance, manage and coordinate a range of schemes and actions designed to reduce inequalities between areas, enhance the most disadvantaged neighborhoods and promote equal opportunities for all citizens.

In three years' time, we will be assessing the effectiveness of the measures implemented under this city contract.

Developing territories

"Faced with the growing challenges of our time, the Engagements Quartiers 2030 initiative in the Alpes-Maritimes is a real opportunity. For the next five years, this new contract aims to catalyze sustainable development, strengthen social cohesion and promote innovation within our territories" , emphasizes Hugues Moutouh, Prefect of Alpes-Maritimes.

Through this contract," he adds, " we aspire to forge a future where each neighborhood becomes an epicenter of resilience, equity and progress, making our territory a benchmark for quality of life and well-being for all. It carries the collective ambition, for each and every inhabitant of these neighborhoods, to be able to free themselves from all limitations, to open up to the world more serenely and to build their project without discrimination."

Three priorities

In the Alpes-Maritimes, the French government intends to focus its urban policy on three crucial priorities. Combating juvenile delinquency, by investing in prevention and education programs. Employment, as a key priority. Stimulating the local economy by promoting the creation of varied professional opportunities, thus contributing to the financial stability of local residents.

"Last but not least, I want to ensure that equality between women and men is a cross-cutting theme within this city contract, guaranteeing inclusion and diversity", concludes Hugues Moutouh.

The Caisse d'allocations familiales (CAF) des Alpes-Maritimes, a stakeholder in this strong contractual commitment, is committed to "finding solutions adapted to the problems of these neighborhoods. The challenges of territorial rebalancing, access to rights and services, support for families and strengthening local ties are all reflected in the actions supported in these areas. As part of the city contract, the CAF will also be working to reduce inequalities in children's access to pre-school and extracurricular activities.ri and extracurricular activities to help reconcile family and professional life, and help children achieve their full potential," explains Frédéric Ollivier, CAF Director.
