On Thursday, April 18, 2024, the community council of Haut Pays Bigouden in Finistère approved the integration of the Local Intercommunal Urban Plan (PLUi), which will take the place of the Local Housing Program (PLUih).

The PLUi allows the ten communes of the Haut Pays Bigouden (Finistère) to share a vision and a strong political project, and to collectively respond to the challenges of land sobriety. It also makes it possible to articulate the public policies of the communes and the community, to translate them from an operational point of view, to deploy shared urban planning engineering and to optimize the costs associated with drawing up and monitoring urban planning documents.

The elected members of the community executive committee have drawn up a governance charter to inform local and community elected representatives. The charter is based on three major principles: to translate the regional project into the PLUih, to co-construct it with the ten communes, and to preserve the territory's diversity and communal identities. The principle is to move towards a project-based PLUih.

" The PLUih is a strategic document, a land management tool, expressing a territorial project supported by the community and shared by the ten communes, depending on the zoning," emphasized rapporteur Yves Le Guellec. He went on to explain at length how the charter will manage the project's major orientations via the political component, the urban planning code, and the technical component. " We'll have to work with the design office to devise ways of consulting the public.

From April 18, each commune will have three months to give its opinion. It will then be proposed to the Prefect to issue a transfer order before the summer, for application on September1.

In brief

In partnership with Quimper Cornouaille développement, nine mediation panels will be installed across the region as part of the scheme to welcome and develop motorhome parks. In favor of youth and the Olympic and Paralympic Games project (JOP 2024 Finistère), costing €31,440, a grant of €13,200 has been requested from the departmental youth service.
