Togo / Disaster Management: Togo Tests Its National Crisis Response System

In response to the growing number of climate, health, and technological risks in West Africa, Togo is strengthening its emergency preparedness capabilities. It is against this backdrop that the government launched the national multi-hazard simulation exercise “Mia Dzrado 2026” in Afagnan, in the Bas-Mono prefecture, organized by the National Civil Protection Agency (ANPC).

Held from June 8 to 18, this exercise aims to assess the effectiveness of the national disaster management system and improve coordination among the various civil protection agencies.

Testing the Response to Major Crises

The simulations cover several scenarios that could affect the country: floods, population displacements, cholera outbreaks, traffic accidents, canoe capsizings, fires, chemical spills, and incidents involving radioactive materials.

In particular, the operation allows for testing the functioning of the National Emergency Operations Center as well as the coordination mechanisms between emergency services, security forces, local authorities, and humanitarian partners.

Bas-Mono was chosen because this area is among those regularly exposed to flooding from the Mono River.

According to official data, floods are among the most frequent natural disasters in Togo and regularly result in population displacement, agricultural losses, and damage to infrastructure.

For public authorities, “Mia Dzrado 2026” is also intended to help strengthen community resilience and reduce the economic cost of disasters. The exercise is also intended to identify weaknesses in the current system and improve response procedures before actual crises occur.

It should be noted that the operation is accompanied by social initiatives to benefit the population, including free medical consultations, surgical procedures, and the issuance of national identity cards.
