Morocco/Tangier: Signature of an implementation agreement for the "TADARROJ" program

An implementation agreement under the "TADARROJ" program for the generalization of apprenticeship training was signed on Wednesday at the Institut National de l'Action Sociale (INAS) in Tangier. The agreement was initialled by the Minister for Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri, the Minister for Solidarity, Social Inclusion and the Family, Naïma Ben Yahia, and the Director of Entraide Nationale, Khettar El Mojahidi, in the presence of regional officials, economic players and partners from the vocational training ecosystem.

It aims to continue implementing the "TADARROJ" program, and to broaden the areas of partnership and cooperation between the government departments concerned.

This agreement, which represents a model of intersectoral synergy and convergence, accompanies the realization of this national project, in accordance with the provisions of law n°12-00, instituting apprenticeship training, and aims to train 40.000 apprentices by 2030 in training centers run by Entraide Nationale, in the fields of handicrafts and the care economy.

The program will be rolled out gradually, increasing from 6,000 beneficiaries in 2025-2026 to 10,000 apprentices by 2029-2030.

Under the agreement, Entraide Nationale will mobilize its network of training and vocational qualification centers to provide general and technical training, while companies will host trainees for practical training.

The Department of Vocational Training, under the Ministry of Economic Inclusion, will allocate a total budget of 200 million dirhams (MDH), or 5.000 dirhams per trainee, to cover the costs of program implementation, insurance and trainer training.

The signing of this agreement marks a major step forward in strengthening the national system of vocational apprenticeship training, constituting a concrete action in favor of the employability of young people, the enhancement of trades and a better match between training and the needs of the labor market.

It also reflects the collective determination of the various partners to make apprenticeship training a strategic lever for the development of the Kingdom's human capital and economic competitiveness.

Speaking on the occasion, Mr. Sekkouri emphasized that the signing of this agreement marks the launch of the "TADARROJ" program in the field of solidarity, social inclusion and the family, adding that the aim is to train around 40.000 young people and women by 2030, geographically distributed according to the specific needs of each region.

The Minister pointed out that apprenticeship training is based on a model combining 20% theoretical training and 80% practical training, adding that demand for qualified human resources is high in the fields of social assistance economics and the sectors under the responsibility of the Ministry of Solidarity and Social Inclusion.

He pointed out that the training establishments involved in the program receive financial support from his department for each beneficiary, adding that some 12.000 companies have been mobilized to provide training and promote the professional integration of trainees.

For her part, Ms. Ben Yahia affirmed that the "TADARROJ" program is a practical expression of the objectives of the 2021-2026 government program, which aims to strengthen the link between education and the labor market, through vocational training, to develop key sectors such as handicrafts and the assistance economy, and combat poverty and exclusion by opening up dignified and productive employment prospects for young people, particularly those in vulnerable situations.

Ms. Ben Yahia emphasized that apprenticeship training today represents one of the main levers for access to decent employment, combining practical learning with effective socio-economic integration.

She emphasized the priority accorded by the agreement to the crafts sector, as well as to the welfare economy, an essential factor in human development and sustainable growth.

The Minister added that this program, in its philosophy and objectives, is consistent with the structuring project piloted by her department concerning the reglementation of the profession of social worker, which aims to organize social work and establish the assistance economy as a pillar of the structured national economy.

The Minister also drew attention to the central role played by Entraide Nationale in the implementation of this project, thanks to its long experience and its network of training institutions throughout the Kingdom, constituting an essential link in the qualification of human resources in the social professions.

The "TADARROJ" program will continue, under Mr. Sekkouri's supervision, through new training programs. Sekkouri, through new stages in several cities across the Kingdom, with the signing of new implementation agreements covering various sectors, with the aim of broadening mobilization around a common national objective, namely the training of 100,000 apprentices per year by 2026.
