Vietnam/ Applying technologies to ensure the efficient operation of digital administration
From June 21 to 23, the city of Dà Nang and the province of Quang Nam coordinated the experimental implementation of the two-tier local government model in six new administrative units: the districts of Thanh Khê, Ngu Hành Son, the commune of Hoa Vang (Dà Nang) and the communes of Dai Lôc and Tiên Phuoc, the district of Tam Ky (Quang Nam).
The aim of this pilot phase is to ensure smooth, stable and efficient implementation of the new model. IT solutions have been deployed, while administrative procedures have been simplified and accelerated to ensure the smooth running of this experimental phase.
This model has been applied to the registration of marriages, construction authorization procedures, and procedures for registering changes to land use and property ownership rights. These procedures are processed by sending and receiving electronic documents.
This trial is being implemented according to a pre-established scenario covering several specific procedures: registration of marriages, issuance of building permits, registration of changes related to land use rights and ownership of land-related assets. These procedures are handled by sending and receiving electronic documents.
The City of Dà Nang proposes to process information, data, graphics, etc. to manage operations such as: the status of processing and implementation of administrative procedures, feedback from residents and flood information.
In accordance with Resolution No. 1659/NQ-UBTVQH15 of June 16, 2025 on the organization of communal administrative units in the city of Dà Nang, as of July1, 2025, the city will have 94 communal administrative units, including 23 districts, 70 communes and one special zone.
Dà Nang is accelerating the application of technology in the management of administrative procedures. All residents' opinions, comments and suggestions are received and processed via the 1022 call center.
Promoting the application of information technology is seen as a key solution for ensuring the efficient operation of digital government and improving the quality of services for the population.
