Chad: The European Union supports inclusive governance with the launch of phase II of the PAPPE project
Phase II of the Support Project for Parliament and Electoral Processes in Chad (PAPPE) was officially launched on Monday, May 12, 2025. This project, generously funded by the European Union, continues the EU's commitment to Chad, with the aim of consolidating democratic institutions, promoting more inclusive governance and supporting credible, transparent and peaceful electoral processes.
In his address, His Excellency Przemysław Bobak, European Union Ambassador to Chad, pointed out that the PAPPE is being funded to the tune of 8.5 million euros, the equivalent of over 5.5 billion CFA francs. He emphasized that the aim of the project was to support the structural strengthening of the National Assembly, with a view to more effective and citizen-oriented governance. The ambassador also stressed the solidity of the more than 60-year partnership between the European Union and Chad, a partnership founded on the principles of mutual respect, peace, justice and respect for fundamental rights.
He also asserted that elections are crucial and foundational moments for any democracy. The credibility of these processes depends, in his view, on fair conditions for all participants, a clear and respected legal framework, independent observation and real and effective citizen participation. He reaffirmed the European Union's commitment to supporting the Chadian electoral process, in close collaboration and constant dialogue with the national authorities, the competent institutions, civil society and all partners concerned.
For his part, Mr. José Manuel, Vice-President of the European Center for Electoral Support (ECES), emphasized that, since its creation, the ECES has been working to support the Chadian electoral process.ation, ECES has worked with conviction to promote and strengthen democracy in an inclusive, credible and resilient manner. ECES's mission is to support electoral institutions, democratic dialogue players and citizens in consolidating their democratic practices, while taking into account specific local contexts, national dynamics and legitimate popular aspirations.
