Guinea/Local governance support: 356 local authorities receive computer equipment
On June 14, 2024, the Agence nationale de financement des collectivités locales (ANAFIC), through the projet d'appui à l'agence nationale de financement des collectivités locales (PANAFIC) organized a ceremony marking the official handover of IT kits to 356 local authorities.
The event was honored by the presence of the Minister of Territorial Administration and Decentralization, retired General Ibrahima Kalil Condé, who handed over the equipment to the beneficiaries.Ibrahima Kalil Condé, who handed over the equipment to the beneficiaries.
The equipment, kindly provided by the Agence française de développement (AFD) for a total value of GNF 1,467,538,800, comprises 712 desktop computers, 712 2,000 VA inverters, 356 color multifunction printers with two additional ink refills per printer, and 712 multi-outlet extension cords.
ANAFIC General Manager Sékou Mawa Traoré explained the details of this endowment: " Each community will receive two fixed computers (All In One), two 2,000 VA inverters, a multifunction printer with two additional rechargeable inks, and two extension leads. This equipment is essential for the smooth administrative and financial running of local authorities. "
He also underlined the importance of this allocation, explaining that the management of public expenditure at local level requires the establishment of two separate accounts: the administrative account managed by the president of the special delegation or the mayor, and the management accounts kept by the public accountant. " These facilities will enable better governance and management of local authorities, which are the pillars of our country's development ", he added.
Bafodé Bangoura, president of the Wonkifong special delegation, hailed the initiative as a major innovation: " The endowment of this IT equipment makes it possible to secure local authority data, a task that was previously carried out in cybers, exposing the information to various risks. Today, thanks to this endowment, data will be secure and local authorities will be able to better manage their information. We thank the authorities for this gesture. "
Minister Ibrahima Kalil Condé underlined the commitment of the new authorities since September 5, 2021 to place decentralization at the heart of national development: " This vision, supported by my department, requires our local authorities to be well equipped to fully exercise their competencies in resource mobilization, programming and monitoring. I would like to thank the World Bank and the Agence Française de Développement for their unfailing support in the operationalization of ANAFIC. Thanks to their support, we have already equipped 356 communes with solar kits, and this new allocation of IT kits represents a further step towards improved, digitized governance. "
This equipment handover is an important step in improving local governance, by providing communities with the tools they need to manage their data and resources efficiently and securely.
