Congo/ Prodivac: drawing up local development plans

From September 27 to 28, the Projet de développement intégré des chaînes de valeurs agricoles au Congo (Prodivac) organized a workshop in Brazzaville to raise awareness and validate the terms of reference for local development plans in its areas of intervention, notably the Plateaux, Pool, Niari, Bouenza and Cuvette departments.

At the opening of the workshop, Alphonse Boumandouki, economic and financial advisor to the Prefect of Brazzaville, pointed out that "the implementation of the national development plan at local authority level is a prerequisite for effective decentralization and coordinated territorial development".veloppement 2022-2026 at local authority level is an imperative for the transition to effective decentralization and coordinated territorial development".

For Prodivac coordinator Nguinda-Akany Illitch, local authorities are responsible for local development. Unfortunately, they lack a medium- and long-term planning process. "Hence the need to build their capacities in priority areas such as development financing, technical staff, infrastructure management, drawing up business plans, project management", he suggested.

Launched in October 2021 and financed by the African Development Bank to the tune of FCFA 48 billion for a period of six years, Prodivac aims to improve agricultural value chains as well as the business environment conducive to the promotion of small and medium-sized agricultural enterprises. It also aims to contribute to improving food and nutritional security and diversifying the country's economy.

The project covers the corridors of the major marketing centers of Brazzaville and Pointe-Noire, and production basins in the Plateaux, Pool, Bouenza, Cuvette and Niari departments. It focuses on four value chains: cassava, corn, poultry and fish.
