France/Emergency aid for victims of the Daniel storm in Libya: Opening of the local authorities' external action fund (FACECO)
Faced with the devastating effects of storm Daniel in north-eastern Libya, which claimed more than 3,000 lives, injured thousands and displaced more than 40,000 people, the French Ministry of Europe and Foreign Affairs (MEAE) is mobilizing local authorities' (FACECO) and businesses' (fonds de concours des collectivités territoriales) aid funds to federate their solidarity initiatives with the victims.
Donations to these funds will support the emergency response through the deployment since September 17, 2023 of a Civil Security Field Hospital (ESCRIM) capable of treating around 100 patients a day, as well as through support for partner NGOs.

FACECO is a fund managed by the MEAE's Centre de crise et de soutien (CDCS). It enables French local authorities to provide emergency aid to victims of humanitarian crises around the world. It is the only government tool enabling local authorities to respond rapidly and effectively to emergency situations. It assures CTFs that the funds committed will be used in a way that is relevant to the emergency situation concerned and to the field, that they will be managed by emergency humanitarian aid experts, and that their use will be scrupulously traced. It also guarantees visibility of the contribution made by French local authorities.
