Morocco/CNDH and DGSN continue to implement their partnership on respect for human rights in the exercise of the security function

The National Council for Human Rights (CNDH), in partnership with the DGSN, organized a training session in Rabat on Monday, aimed at strengthening the skills of police officers responsible for guarding people in police custody in places of deprivation of liberty under the authority of the Directorate General of National Security (DGSN).

This second training session is part of the ongoing implementation of the partnership and institutional cooperation agreement linking the two institutions, in the field of training and consolidating respect for human rights in the exercise of the security function.

The agreement, signed on September 14, 2022, aims to promote the culture of human rights in police training and curricula, by establishing it as a benchmark for the missions of national security officials in charge of law enforcement.

In a speech at the opening of the training course, CNDH President Amina Bouayach assured participants that both parties were determined to continue implementing the recommendations of their bilateral partnership, which "is of interest to a number of national human rights institutions at regional and international level, particularly with regard to the rigorous monitoring of the work of torture prevention mechanisms".

In this respect, she stressed that bilateral cooperation and consultation in this area also bears witness to Morocco's commitment to implementing international standards and mechanisms for the prevention of torture.canisms relating to the prevention of torture and the preservation of citizens' dignity, particularly by law enforcement officers.

Ms Bouayach praised the efforts made by security officers in places where people are deprived of their liberty, highlighting the positive assessment given by the national mechanism for the prevention of torture concerning the implementation of the provisions of the bilateral partnership.

For his part, Mohamed Dkhissi, Central Director of the Judicial Police at the DGSN, noted that the bilateral partnership is "strategic, operational and pioneering at the Arab and African levels in the fight against torture and its prevention".

In this connection, he drew the attention of police officers to the importance of preserving the dignity of citizens in breach of the law, and to the duty to observe good behavior and respect the provisions of national and international laws.

Organized from September 4 to 8, the training session is led by CNDH and DGSN executives, and covers a number of topics including "Human rights: principles and practices", "the Kingdom of Morocco's treaty practice and its international obligations", "constitutional and legal provisions : principle of agreements and consistency of legislation", "the rights of persons in police custody and their material conditions", and "prevention, control and appeal bodies".

The two parties launched their partnership with the organization of an international seminar on September 20, 2022, on the theme of "standards and practices for the prevention of torture during arrest, hearing and police custody".

The CNDH and the DGSN had also organized an initial training session for police officers responsible for the custody of persons in places of deprivation of liberty under the DGSN, from September 26 to 30, 2022, for the benefit of 20 officers representing various regions of the Kingdom.
