The Director of Local Government, Fatou Bintou Camara, said on Tuesday that Act 3 of decentralization is to organize Senegal into viable, competitive and developmental territories. She was speaking at a conference commonly known as "Bame Tuesdays", initiated by the Senegalese Institute of Agricultural Resources (ISRA).

She considered that all these actors who are within the same territory, contribute to the planning of a local or territorial economic development.

It is also necessary, she pleads, to ensure the legibility of the scales of governance by trying to have a better arrangement of the transfers of competence and resources and promote the development of a mechanism for the financing of territorial development.

According to the director of local authorities, the department has focused on promoting a system of accountability and reporting while putting in place a system of evaluation and performance measurement.

She said that she has applied this evaluation system to 123 communes as part of the support program for communes and agglomerations in Senegal (PACASEN), assuring that she intends to extend it to all communities in Senegal.
