Burkina: Minister of Territorial Administration launches training for members of special delegations

The Minister of Territorial Administration, Decentralization and Security, Colonel Major Omer Bationo, officially launched the training of members of the special delegations of the local authorities. This took place on Monday 19 September 2022 in Manga, capital of the Centre-South region.

Following the coup d'état of January 24, 2022, local government councils were dissolved and replaced by special delegations charged with managing local affairs.

Despite their willingness to contribute to the development of their local communities, it is not clear, according to the Minister of Territorial Administration, that these new local decision-makers have the necessary capacity to play the important role entrusted to them.

In view of their different and varied profiles and to enable these local decision-makers to contribute effectively to the influence of local authorities, it was decided to decided to strengthen their capacities through training and awareness-raising in order to harmonize their understanding of the role that will be assigned to them during this transition period.

The Ministry of Territorial Administration, Decentralization and Security (MATDS) has therefore developed a training module on "the powers, organization and functioning of local authorities and the role of the actors". With the support of technical and financial partners, the MATDS has decided to conduct an awareness and training campaign for members of special delegations. This training campaign will take place in phases.
The first phase concerns the Centre-South, Plateau-Central, Centre-West and Centre regions.

"Convinced that any organization is only as good as the people who run it, capacity building is essential.During these trainings, you will acquire or strengthen your knowledge on the attributions, organization and functioning of local authorities as well as the local public service; to know or master the acts that you can perform in the local authority.to know or master the acts that you can take, to exchange on your concerns and topics of interest related to local governance for the success of your missions, the Minister said.
Colonel Major Omer Bationo also emphasized to the participants that "a successful special delegation is a well-trained delegation and therefore, a successful transition.

Massadalo Yvette Nacoulma/Sanou, governor and president of the Centre-Sud special delegation, expressed her gratitude to her ministry for having thought of training the members of the special delegations. "We will be equipped with the necessary rudiments for the conduct of this noble mission for the benefit of the citizens of our respective communities. It is true that the special delegation had already begun its activities, but we realize that there was a gap to fill and thatIt was necessary to equip us with knowledge on our attributions, our functioning and how we can contribute to the good conduct of the Transition," she said.
