France/LGV Bordeaux-Toulouse: the State confirms the forthcoming creation of a public financing company
This is another administrative step that is not very clear to the general public, but it is important. Concerning the LGV Sud-Ouest, the State is initiating the creation of the public establishment that will draw up the complete financing plan for the project. Work on the Toulouse-Bordeaux LGV is due to start in 2024.
The Prime Minister has just sent a mission letter to the prefect of the Occitanie region, the prefecture announced, in order to coordinate the LGV Sud Ouest project and ensure its implementation. A new stage in the concretisation, little by little, of the financial round table for the arrival of the high speed line in Toulouse. The file has been dragging on for years. In April, Jean Castex finally promised and quantified the State's budget: 4.1 billion.
Everyone agrees on the amount of its participation
To finance the LGV, the State will participate up to 40% with its four billion euros, the local authorities at 40% and the European Union at 20%.
It is now a question of leading discussions with the local authorities with a view to creating a local public establishment that will implement the part of the financing that the local authorities will contribute. It is also a question of coordinating the preparation of a complete financing plan, materialising the expected participation of Europe, the commitments of the State and those of the communities.
The official announcement by the State of the forthcoming creation of this public financing company was an important step demanded by the local authorities, in particular the Mayor of Toulouse and the Mayor of Paris. The official announcement by the State of the forthcoming creation of this public financing company was an important step demanded by the local authorities, notably the mayor of Toulouse and the president of the Occitanie region, Carole Delga, who promised that the region would finance up to one billion euros.
The Prime Minister spoke of 2024 as the date for the start of the work. In 2030, if all goes well, Toulouse will be only 3 hours 20 minutes from Paris by TGV (and Montauban less than three hours), against 4 hours 20 minutes today.
Jean-Luc Moudenc welcomes "a positive sign for the arrival of the LGV".
The mayor of Toulouse reacted in a statement this Friday evening. "I can only be satisfied to see the transport needs of our region taken into consideration. However, I remain and will remain vigilant as to the respect of the accelerated timetable of the Great South-Western Railway Project".
The President of Toulouse Metropole is now waiting for the financing project company to be created.
