France/NOTE AUX COLLECTIVITÉS TERRITORIALES - Citizens' Diplomatic Reserve
Mentioned by the President of the Republic in his March 16, 2023 speech on the reform of French diplomacy, the diplomatic citizens' reserve is a thematic variation of the citizens' reserve introduced by the January 27, 2017 law on equality and citizenship.
What are the objectives of the Citizen Diplomatic Reserve?
- Bring citizens closer to their diplomacy and its players
- To shed light on France's foreign policy choices
- Raise awareness and understanding of French diplomatic positions and issues
- Engage French citizens in concrete actions in support of our foreign policy.
In line with the commitments made by the Minister of Europe and Foreign Affairs at the last Assises de la diplomatie parlementaire et de la coopération décentralized on November 18, 2025, the citizens' diplomatic reserve is now open to all elected representatives wishing to make a commitment to French diplomacy.
