Togo: decentralized cooperation has mobilized FCFA 1.2 billion in four years

Between 2020 and 2024, Togo consolidated its local diplomacy through 52 decentralized cooperation agreements, 39 of which are currently active. These partnerships, involving 38 of the country's 117 communes, have mobilized some 1.2 billion FCFA, according to a report validated last week in Témédja (Amou 3).

The result of joint work with the German development cooperation program ProDeG IV, this report provides a comprehensive overview of the dynamics of partnerships between Togolese and foreign local authorities.

Highlights include the fact that 52% of active agreements involve South-South cooperation, against a backdrop of geographical diversification of local involvement.

The document also highlights several structural challenges, including transparency in fund management, technical equipment for communes, and the need to clarify the role of the ministry in charge of decentralization.

"We need to strengthen inter-communal solidarity and equip our communes to better meet citizens' expectations," pleaded Dadja Maganawè, governor of the Plateaux region.

Launched in 2019, the Togolese decentralization process is thus asserting itself as a strategic lever for territorial attractiveness and innovation in local governance.
