Burkina Faso: Dozens of actors trained on the alignment framework in the health sector

The World Bank, in partnership with the Ministry of Health and Public Hygiene, is organizing an orientation workshop on the alignment framework in the health sector in Burkina Faso from 28 to 30 March 2023 in Koudougou. The opening ceremony of this workshop was presided over in the morning of Tuesday, March 28, 2023 by the Minister of Health, Dr. Lucien Kargougou, in the presence of technical and financial partners (TFP) and regional authorities.

Dozens of actors from the public and private sectors, technical and financial partners (TFP) and civil society actors are taking part in this orientation meeting on the alignment framework in the health sector. This three-day workshop is intended to be a framework for exchange, training and information on the alignment framework in the health sector. With this workshop, Burkina Faso joins the three other pilot countries in Africa, namely, the Central African Republic, Ethiopia and Rwanda, in the alignment program supported at the highest level. The process is supported financially and technically by the World Bank and the Global Finance Facility.

The main objective of this workshop is to present to participants the alignment framework in the health sector in Burkina Faso. Specifically, it will describe the basic components of the alignment framework and its expected outcome, andexplain the process of applying the alignment framework, illustrate how stakeholders can productively engage in the diagnostic exerciseIt will explain the process of applying the alignment framework, illustrate how stakeholders can productively engage in the diagnostic exercise, explain the content of a national action plan for improving alignment, examine the link between the results of the diagnostic exercise and the maturity model, and identify next steps for monitoring the process.

Alignment is a process that requires a change in the relationship between the TFPs and the government. It is a process of planning and implementing policies, strategies, and priorities with all stakeholders at the global and national levels following the fundamental principle of one plan, one budget, and one report.

According to the Minister of Health, Dr. Lucien Kargougou, alignment is one of the five core principles of the Paris Declaration on Aid Effectiveness. This principle calls on aid donors (TFPs) to base all their support on the priorities of recipient countries. However, the Minister recalled that this clearly stated desire for alignment sometimes comes up against various constraints in practice, notably political, institutional and organizational. According to Dr. Lucien Kargougou, these constraints must be identified and, above all, addressed in order to achieve the alignment advocated.

For the Minister of Health, concrete actions contributing to alignment have been implemented for some time by his department. These include the creation of a technical secretariat in charge of health financing reforms, the regular holding of quarterly meetings between the Ministry of Health and the TFPs.of Health and the TFPs, particularly on the government's health priorities, the gradual institutionalization of the dynamic mapping of health sector resources and monitoring of expenditures, the adoption of a the adoption of the orientation document on the harmonization and alignment of interventions according to the "one plan, one budget, one report" approach in the health sector, and"The Minister of Health, Dr. Lucien B., was also present at the meeting and made a presentation on the progress of the project.

The Minister of Health, Dr. Lucien Kargougou, expressed the gratitude of the Burkinabe government to all the partners in the health sector who, according to him, "spare no effort to improve the indicators in the sector.

Marie Marcos, deputy of the TFPs and representing the leader of the TFPs, praised the efforts made by the Ministry of Health for the effective organization and holding of this meeting. "This meeting is all the more important because it is being held at a sensitive time of security and health crises when the needs of the population are increasing. This situation calls for a strong involvement of all actors and a synergistic action to achieve better results for the population," she said.

"The TFPs have noted that the alignment of health actors' interventions has been identified as one of the Ministry's priorities through the concept of one plan, one budget, one report. The TFPs are very interested in this activity, which plans to outline the objectives and components of the alignment framework. The TFPs hope to be better informed about the two processes related to the alignment framework as well as the next steps to follow," added Marie Marcos.

She reaffirmed the availability of the TFPs to accompany the Ministry of Health as far as possible in order to further improve the health of the population.
