All 117 municipalities must have a municipal development plan (CDP). Few of them have undertaken this delicate but necessary exercise.

We have an approach to help 15 communes to draw up these CDPs. This is a pilot phase. From this successful experience we will then be able to extend it to other municipalities', said Monday Essomanam Edjeba, the Minister Delegate in charge of Territorial Development.

The CDP is the document that defines the development strategy of the municipalities.

It indicates the specific objectives of the communes and the development priorities as well as the means to be implemented in this framework.

With a clear vision, the communes can claim to receive financial support from the state or from public partners.

Our support originates in the determination of the Head of State to establish true governance and strengthen democracy on the ground while promoting the economic fabric of the territories," explained Mr. Edjéba.

Since 2019, Togo has fully entered into decentralization with the establishment of 117 town halls or communes.

The organization of elections and municipalities in 2019 has consecrated the implementation of the decentralization process in Togo.

Also, the installation of municipal councils, has rooted this process which aims to ensure the assumption of responsibility, by the people themselves, the management of their own affairs.
