Benin/Signing of three (03) contracts for the leasing of hydraulic works for drinking water supply in rural areas

The Agence Nationale d'Approvisionnement en Eau Potable en Milieu Rural (ANAEPMR) represented by its Director General, Mr. Sylvain ADOKPO MIGAN, signed today, on behalf of the Government of the Republic of Benin, three (03) leasing contracts and related works for the production and distribution of drinking water in rural areas.

Under the patronage of Mr. Samou SEIDOU ADAMBI, Minister of Water and Mines of Benin, and Mr. Johannes DAGNON, President of the Technical Committee in charge of of the Technical Committee in charge of leading the process of reforms in the water sector, this signature took place between Mr. Sylvain ADOKPO MIGAN, Director General of ANAEPMR and Mr. D. José da CRUZ, General Manager of the OMILAYE Company in the presence of Mr. Marc ALBEROLA, Representative of the ERANOVE/VERGNET HYDRO/UDUMA Group on the one hand, and Mr. Mohamed FATHER, Director of the OMILAYE Company on the other.Mr. Mohamed FATHALLAH, General Manager of the Company SBA des Eaux in the presence of Mr. Abderraouf NOUICER, Representative of the Grouping SONEDE International/BUS/AGETUR on the other hand.

The signing of these contracts, which comes at the end of an international tender launched in May 2019 in compliance with the law on the legal framework of public-private partnership, is a major act of the Action Program of the Government of Benin (2021-2026). It marks the concretization of a new approach to the development and management of infrastructure for access to drinking water in rural areas, the goal of which is the rationalization of public intervention and the improvement of operational performance of universal access before 2030.

Through ANAEPMR, whose mission is to develop and organize the management of the State's water assets in rural areas in order to ensure universal access to drinking water in Benin, the Government of Benin has adopted an innovative approach to the reThe Government of Benin has adopted an innovative approach to the development and management of water infrastructure in rural areas, focusing on quality control of operation and maintenance, production and distribution capacity, and sustainable public service of drinking water at an affordable cost throughout the country.

These operators will be in charge of supplying, under a public service delegation, the inhabitants of rural areas of Benin, a population estimated today at nearly 9 million people. They will have to operate and maintain 610 Village Water Supply Systems (VWS) and 25 Multipurpose Drinking Water Systems (MDWS).Drinking Water Supply Systems (SAEPmV), with the objective of ensuring access to drinking water for the population by 2030, with more than 25.000 km of network.

This challenge requires a strong and combined commitment from the public authorities and private sector professionals. We are pleased to be able to count on the solid experience of reference operators such as the Groupings composed ofEranove, Vergnet Hydro and Uduma on the one hand and SONEDE International, BUS, AGETUR on the other hand to accompany us and take up this challenge in the long term", said Mr. Sylvain ADOKPO MIGANI. The National Agency for Drinking Water Supply in Rural Areas (ANAEPMR) is a social, technical and patrimonial public establishment of a specific type which was created in 2017 in the implementation of the new vision of the Government of Benin.It was created in 2017 to implement the Government of Benin's new vision for the development and organization of the management of the State's water assets in rural areas in order to ensure universal access to drinking water in Benin. The mandate assigned to it is based on two main axes which are: (i) the development of infrastructure through the construction of drinking water supply systems, the rehabilitation, densification and extension of drinking water supply facilities in rural areas(i) the development of infrastructure through the construction of drinking water supply systems, the rehabilitation, densification and extension of drinking water supply facilities in rural areas, and (ii) the operationalization of sustainable professionalized management by leasing of the public drinking water service in rural areas.
